金融是现代经济的核心，建设社会主义新农村，必须坚持以发展农村经济为中心，发展农村经济，离不开农村金融的支持。改革开放30年来，农村改革主体一直是农民，农民在改革的实践中进行了不断的创新，农民利用金融发展经济，是市场经济主体的权力。然而由于我国金融制度和体制的不当安排，大部分农民被排斥出利用金融发展经济的权力。在中国农村改革发展到了“农民增收难，农民发展经济缺乏资金的支持，农业合作经济组织处于徘徊不前，农村合作信用社追求商业利润化，农村信用社难以贴近需要服务的弱势和经济需要帮助的农民群体”的关键时刻，农民为了解决自身发展资金不足问题，根据互助合作的原则，在全国各地自发组织农民资金互助合作社，相互合作形成一个利益共同体来解决生产、生活中的资金链条。这一重大创举同时得到国家的高度重视，2006年中央一号文件明确“引导农民发展资金互助组织”，这是一个重大的政策要求，是深化农村改革和破解农村一系列难题的金钥匙。各地农民在中央政策引导下，特别是在“引导农民发展资金互助组织”的政策引导下，在建设社会主义新农村的大环境下，农民创造了“资金互助组织和制度”。在江苏的盐城农民也自创了农民资金互助合作社，本文通过对盐城市农民资金互助合作社进行调查，根据《盐城市农民资金互助合作社示范章程》和各地的农民资金互助合作社的实践情况，对盐城市农民资金互助合作社产生和发展的必然性，盐城市农民资金互助合作社的性质、特点、运行机制进行分析.通过分析总结出农民资金互助合作社的运行机制有：政策支持机制、经营机制、运营机制、担保机制、监管机制、自动充实资本的机制。利用调查数据对农民资金互助合作社的绩效进行分析。通过建立模糊数学评价模型，建立以“农民增收、组织建设、政策支持”等三方面的指标体系，来分析评价农民资金互助合作社的综合绩效。针对农民资金互助合作社在实践中存在的主要问题，提出“加大政府对农民资金互助合作社的支持力度，农村合作经济经营管理部门加强对农民资金互助合作社工作人员的培训，农民资金互助合作社保持其可持续发展关键要积极探索出控制风险的方式”的对策。

Finance is the core of the modern economy. So the development of rural economy cann’t have no support of rural finance and the construetion of socialist new countryside must take developing rural economy as the center. For 30 years in reform, farmers have been the main body of the countryside reform. For example, they have carried on unceasing innovation in practice and they have untlized finance to develop economy, being the profiters of the market economy. However, large numbers of farmers are closed out of the door of using finance to develop economy, because the financial system in our country is not well arranged. Now Chinese countryside reform is at the eritical moment when farmers have great difficulty in receiving addition; the one when farmers lack the support of the fund to develop economy, the one when the agricultural cooperative organization is back and forth, the one when the rural cooperative credit associations only pursue their large profit; the one when the associations cann’t give their service to the weak who badly need or help the farmers in need. To settle the problem of lacking fund, according to helping each other, peasants spontaneously organized the cooperation society of Deasaut Fund; in all parts. The cooperation forms a interest community to solve the fund in production and life. The great invention gets great attention of country at the same time. The central File No.1 in 2006 defines that government should lead peasants to develop fund mutual aid organization. This is a great policy and a gold key to deepen rural reform and explain a series of difficult problems in the country side. Reginal peasants have cheated mutual aid organization of the fund and its system, under the guide of central policy, especially under the policy of “Guiding peasants to develop fund mutual-aid organization”, and under the great environment of building the Socialist New Countryside. The peasants in Yancheng, Jiangsu, also have created the cooperative Society of Peasant Fund by themselves. This article has analyzed the being and inevitability of the Society; as well as its nature, its characteristic and its operational mechanism. The article goes according to the investigation of the Society and is based on the Domonstration Regulation of Farmer Fund Mutual-aid Society in Yancheng and on practical situation. Through analysis, I have summarixed the operating mechanism of the cooperative. Society such as the mechanism of policy support, operating mechanism, assurance mechanism, supervision mechanism and the mechanism of the automatical capital substantiation. The thesis unilized the census date to analyze the performance of the Cooperative Socity. The thesis has set up mathematics appraise model and the index systems of three respects-peasant increasing income, organization building and the policy support. Then it has analyzed the comprehensive performance of the Society. To the major problem in practice of the Society, the arcticle suggests government strengthens its support, and that the administrative department of the Society strengthem training for the development and the operation of the Society, and that the Society should explore way to keep its sustainable development.
