“民以食为天”,饮食是人类社会生存发展的第一需要。人类社会发展到近现代以后,科学技术高速发展,医疗卫生事业日新月异,人类的寿命不断增长,从此人类开始进入精致生活的时代。但是,随着种植业以及畜牧业的现代化进程,各种因为食物而导致的疾病再一次席卷全球,至此,人类社会对食品安全的关注程度空前提高,对于不安全食物的恐慌程度不断增加。面对如此现状,各国政府机构试图用法律的强制性功效来结束这种状态,虽然取得了很大的成效,可是各种状况依然时有发生。

“Food is what matters to the people” and food is considered to be the primary needs for the existence and development of human society. With the rapid development of science and technology, medical and health services have advanced dramatically, people’s lifespan has increased greatly, and human beings have entered to an age of exquisite life. However, with the modernization of planting and stockbreeding, the whole world was gripped by various kinds of diseases resulted from foods. Thus people’s concern about food safety has improved unprecedented and the panic of unsafe food has increased continuously. Faced with such a situation, all governments try to use compulsive function of the law to end this situation. Although such measures have achieved great accomplishment, food safety problem happens from time to time.
