中国拥有世界上最大的烟草消费市场，卷烟产业也一直是国家财政收入的第一大户。湖南是全国烟叶、卷烟生产大省，卷烟产业在湖南占有举足轻重的地位，每年为全国和地方财政创造巨额收入，位列全国烟草行业第二位。湖南卷烟产业的发展对国家经济和地方经济都具有极其重要的影响。但湖南省在发展优势产业、推进工业化的过程中，卷烟产业也面临着很大的压力，如产业链结构松散、整体效率和市场竞争力不高等。因此如何将卷烟产业链中各个环节有效地紧密链接起来，从而提高产业链的整体效率，是发展湖南省卷烟产业链亟待解决的问题。 本研究从产业链的视角，分析湖南省卷烟产业链的发展现状，着重探讨湖南省卷烟产业链的组织效率及其影响因素，分析这些影响因素对湖南省卷烟产业链组织效率的影响方向和影响程度，探索提高湖南省卷烟产业链组织效率的方法和途径，以期为湖南省卷烟产业的发展提供理论指导。具体内容如下：本文首先概括了我国卷烟产业在烟叶种植、卷烟生产、卷烟销售和产业税利的基本情况，以及湖南省卷烟产业从生产到销售的整体概况。在此基础上，分析湖南省卷烟产业链的组成结构，以及各个节点之间的链接情况，集中研究了核心企业与上下游节点的链接关系。其次，以卷烟产业链核心企业为主要对象，研究湖南省卷烟产业链组织效率问题，在已有的研究基础上，探讨影响湖南省卷烟产业链组织效率的相关因素及其影响方向，构建了湖南省卷烟产业链组织效率影响因素的结构方程模型并提出相关假设。最后，利用相关数据对研究假说进行验证。结果表明：湖南省卷烟产业链的合作能力对组织效率有显著地影响，合作链接对组织效率的影响最直接，而合作意愿也对组织效率有着明显的影响。

China has the greatest market for tobacco consumption, tobacco industry also has great contribution to the state revenue. Hunan is a big production province for tobacco leaf and cigarette, the tobacco industry in Hunan has great effect to the state and local revenue as well. But during the process of industry development, tobacco industry is facing tremendous pressure such as structure loose of the tobacco chain, low efficiency and market competitiveness. Therefore, how to efficient collect all the parts of tobacco chain in order to increase the chain’s efficiency is a great problem waiting for solve. From a vision of chain, the research will discuss about the development status of Hunan tobacco chain, focus on the efficiency and its impact factor of Hunan tobacco chain, analyze the impact direction and degree, and search for the way of improving the efficiency of Hunan tobacco Chain in order to provide theoretical guide to the development of Hunan tobacco chain. The main content is as follows: the article firstly discusses the basic information and development about Chinese tobacco industry and Hunan local status as well, includes leaf tobacco plantation, cigarette production, consumption and its revenue. On the basis, the article analyzes the structure of tobacco chain and its links, especially the link between core corporations and upstream or downstream sectors. Secondly, the article researches about the efficiency of Hunan tobacco chain which is mainly based on core corporations and the impact factors of the chain efficiency. Then it constructs SEM model for the impact factors of Hunan tobacco chain’s efficiency, and put forward hypothesis. Thirdly, the article uses the collect data to testing the hypothesis. The results indicate that cooperation capability, cooperation link and will have great impact to chain efficiency.
