本文基于治理理论、多中心治理理论，采用案例研究法、参与式观察和深度访谈法，对建邺区兴隆街道社会治理实践及其创新展开研究，着重分析网格化管理和“三委一中心”社区治理体制改革努力，以及近年来建邺区“三委一中心”社区治理体制运行状况，包括建邺区社区治理创新过程中取得的成就和面临的问题，诸如行政化倾向严重、制度体系尚不完善、社会工作人员积极性不高、社会组织作用发挥不充分、居民参与热情不高。针对这一系列问题，本文在分析建邺区社区治理创新即存问题的深层次原因的基础上，进一步提出了去行政化、完善社区各项制度与体系、提高社区工作人员工作积极性、加强社会组织扶持力度、提高居民参与热情等社区治理创新改善路径。 　　研究发现，兴隆街道的社区治理创新实践，是在网格化理念的指引下，街道根据自身地理及行政条件与资源，不断创新和优化自身社区治理模式的努力。社区治理体制改革非一日之功。实践中，兴隆街道的社区先后推行过几次治理改革，才逐渐从最初的居委会，发展到后来的“委、居、站、办”，以及当下打造多中心治理体系的“三委一中心”创新模式。 　　概言之，本文聚焦于建邺区兴隆街道的社区治理创新工作，旨在通过系统分析建邺区兴隆街道的社区治理创新实践，找到建邺区社区治理创新的未来努力方向，具有较强的实践意义。最后，本文的创新之处在于较为系统地介绍、概括、提炼建邺区正在推行的“三委一中心”社区治理模式。此外，本文分析城市社区治理实践时引入治理理论、多中心理论，亦是一个较为新颖的研究视角。

Based on governance theory and multi-center governance theory, this paper uses case study, participatory observation and in-depth interview to study the social governance practice and innovation of Xinglong Street in Jianye District, focusing on the analysis of grid management and community governance reform efforts of "three committees and one center" and the "three committees" in recent years. The operation of the "one center" community governance system includes the achievements and problems in the process of innovation of community governance in Jianye District, such as serious administrative tendency, imperfect system, low enthusiasm of social workers, inadequate role of social organizations, and low enthusiasm of residents to participate. In view of this series of problems, this paper, on the basis of analyzing the deep-seated causes of the existing problems of community governance innovation in Jianye District, further puts forward community governance, such as de-administration, perfecting various community systems and systems, improving the enthusiasm of community workers, strengthening the support of social organizations, and enhancing residents enthusiasm for participation. Innovation and improvement path. 　　　The study finds that the innovation practice of community governance in Xinglong Street is an effort to innovate and optimize its own community governance model under the guidance of the concept of grid, according to its own geographical and administrative conditions and resources. The reform of community governance system is not a day s work. In practice, the community of Xinglong Street has carried out several governance reforms before gradually developing from the original neighborhood committee to the later "committee, residence, station, office" and creating a multi-center governance system of "three committees and one center" innovation model. 　　　In a word, this paper focuses on the innovation of community governance in Xinglong Street of Jianye District, aiming to find the future direction of innovation of community governance in Jianye District by analyzing the innovation practice of community governance in Xinglong Street of Jianye District systematically. Finally, the innovation of this paper is to systematically introduce, summarize and refine the community governance model of "three committees and one center" which is being implemented in Jianye District. In addition, the introduction of governance theory and multi-center theory into the analysis of urban community governance practice is also a relatively new research perspective.
