近年来,我国各级政府加大了对购买公共服务的探索,其中尤为重要的一方面是政府加快了向民间社会组织购买服务的进程,服务内容主要涉及社会公共服务。政府购买社会工作服务逐渐被大众接受,成为推动政府加快职能转变,加快服务型政府建设的重要途径,成为了公共服务供给模式创新的主要手段。社区是最基层的组织,也是各种社会组织推行社会服务的重要平台和主阵地。政府购买社区社会工作服务有利于提升社会参与力和人民的生活水平,有利于实现公共服务均等化,同时也有利于我国社会组织的发展,值得大力提倡。
很多地方政府已经开始购买社会服务,主要是社会工作服务,深圳和南京就列在其中。深圳的政府购买社会工作起步早于南京,模式也不同于南京,深圳多采用岗位购买模式,南京采用项目购买模式。通过分析两种模式的服务主体、服务对象以及服务内容,结合对相关对象的调查和访谈,得出两种模式的优势和存在的问题,以及两种模式的共性问题。其中岗位购买模式的优势是:(1)社区居民参与度高(2)社区居民满意度较高(3)“竞争上岗”,保证服务质量(4)面向全体社区居民,受益对象广(5)岗位社工分工合作明确,服务效率高(6)为社会工作者提供了就业的机会;项目购买模式的优势是:(1)特定人群,固定目标(2)项目资金少,政府财政负担小(3)普及儿童早期教育的新理念(4)帮助街道更好的发现社区居民的需求(5)使机构在社区立足,提高机构社会知名度。两种购买模式也都存在一些问题:岗位购买模式中行政化色彩浓重、服务深度有待提高;“价低者得之”、 服务周期短、项目效果难以持续等问题也在项目购买模式中普遍存在。结合两种模式的综合分析,得出了当前政府购买社会社会工作存在的共性问题,如带来了两者间不平等的契约关系,资金拨付不及时也为社区服务的提供带来了不便,缺乏前期的社区需求调查,服务缺乏深度和广度。
综合以上分析,得出结论:实行岗位项目的融合,即岗位社工项目化运作;项目社工岗位补贴。通过两种模式的融合,整合两种模式的优势,弥补各自缺陷,从而完善和优化政府购买社会工作服务的模式,提高社会工作服务的质量。同时进一步对融合过程中的注意点进行反思,提出可行建议,社工机构和个人要保持自身的独立性,积极向社会企业转型,通过自我造血,实现自我运转;建立双向的监督评估机制,规范政府购买行为,形成平等的合作模式;注意拓宽服务的深度和广度。

In recent years, the central and local governments try their best to explore the mode of governments purchasing social work service in community, especially from social organizations. That’s widely regarded as both an important way to promote the transformation of government functions and the building of service-oriented governments, and a primary method of innovating public service modes. Community, is not only the most grassroots organizations, but also the main platform for various social organizations to implement social services. Governments purchasing social work service in community is conducive to improving people's living quality and social participation, benefiting the equalization of basic public services,and at the same time developing Chinese social organizations. Accordingly,it should be strongly advocated.
Government’s purchase of social services exists in many of our cities, but the large-scale purchase of social services, only appear in one of the few large cities currently. Shenzhen and Nanjing are on the list. The purchases of Social Work of Shenzhen government started earlier than Nanjing , the two modes are also different. Shenzhen uses the post purchase mode, and the mode of Nanjing is project purchase. By analyzing the service subject, service object, service content of the two modes, combine with the survey and interviews of people in the community, the writer found the advantage and the problem of the two modes.The advantages of SZ are (1) the high community residents participation (2) the high satisfaction of community residents (3) "competition for job"-the guarantee of the service quality (4) for all residents of the community, benefit object wide (5) the clear division of labor, high efficiency of service (6) provide employment opportunities for social workers. The purchase mode of Nanjing also popularized education philosophy for the community family, provide a new vision for the streets to carry out community work, improve the non-governmental organization's visibility for them to institutions in society easily. After the comparison .It’s not difficult to find: two types of purchase both exist some problems: the post purchase mode has heavy administrative color, the depth of service also should be improved; the "lowest bidder wins", the short service period, short term effect, such problems are prevalent in the project purchase pattern. With the comprehensive analysis of two models, the writer obtained the common problems of current government purchases of social work, such as unequal contract relationship, late disbursement of funds are all inconvenient for community services.And it’s also lack of early community needs investigation.
For the incomplete of the two modes , combined with their own advantages , I make the conclusion: tring to carry out the combination of two modes. That is using project operation in post mode and giving the position subsidies in project mode. Among the combination , something important shoud be concered. That is the social institutions and civil society organizations should maintain their independence , establish a two-way monitoring and evaluation mechanism for the formation of an equal partnership model , and ultimately realise the post mode and the project mode of help for each other, effectively improve the quality of social work services , to further improve the mechanism for the government to buy social work services .
