进入新世纪，国内改革不断深化，国际局势更加复杂多变，由此带来的发展环境正发生着重大而深刻的变化。作为苏南经济的典型代表，无锡走率先发展、科学发展、和谐发展之路必须创新发展模式，制定切合实际的对策举措，当前无锡创新发展模式的关键在于发展混合所有制经济，在产权制度上寻求创新、寻求突破，这是推动无锡市场经济发展的基础性条件。 因此必须把发展混合所有制经济作为无锡新一轮经济发展面临的重大选择。在新一轮经济发展中无锡要抓住各种机遇，必须立足无锡的资源条件和体制制度优势，实现经济社会可持续发展。 本研究应用现代经济学原理从理论和实践两个层面对国内其他四种混合经济发展模式进行对比研究，在此基础上对无锡市发展混合经济提出有针对性的建议。本文认为发展混合经济是无锡经济发展的新思路，无锡发展混合经济可以借鉴各种模式的经验得失。 目前国内主要有以下四种混合经济发展模式：苏州模式、宁波模式、温州模式和珠江模式。经过比较研究，本文归纳总结了四种模式的核心内涵、主要特色和发展取向，苏州模式称之为“外向经济主导型”、宁波模式称之为“四轮并驾齐驱型”、温州模式称之为“民营经济主导型”、珠江模式称之为“外向民营互动型”。 随后本文在第三部分总结各种模式的核心内涵、主要特色和发展取向。并结合上述四种模式就各自的核心内涵、主要特色等方面和无锡模式进行对比分析。在本文第四章对“无锡模式”进行实证分析后，总结出无锡模式的核心内涵、主要特色和发展取向。简言之，无锡模式可以称之为“混合所有制主导型”。实证研究表明，各种模式的混合经济比重大致在23％－38％之间，彼此差异不大。因此，本文认为在经济全球化时代，各地区的经济发展模式趋同是一条规律。无锡发展混合所有制经济必须广为借鉴各地成功的经验和做法，并因地制宜，发挥比较优势选择适合本地区发展模式。 最后本文给出了无锡发展混合所有制经济的政策建议。这些建议集中在七个方面：首先是完善组织，加强领导；二是优化环境，鼓励发展；三是深化国有企业产权制度改革；四是完善财税金融政策；五是加强政府引导；六是鼓励上市，保障用地；七是实行特事特办。

In the new century, the domestic reforms are intensive, the international situation is more complex and changeable, and the development environment is undergoing significant and profound changes. As the typical representative of new mode of Sunan, taking the leading development, scientific development and harmonious development way means that Wuxi should have an innovative model of development and formulate the initiatives suiting the reality. The key point for innovating development mode in Wuxi lies in the development of mixed ownership economy. Seeking the innovation and breakthrough in the property rights system is the basic condition which is to promote the market economy development in Wuxi. So, it is necessary for Wuxi to develop a mixed-ownership economy as the economic development choice in the new round. In the new round of economic development, Wuxi should seize the opportunities, based on the superiority of resource and institutional conditions in Wuxi, and achieve sustainable economic and social development. In this paper, by using the principle of modern economic, the author compares the five mixed economy modes from two levels of theory and practice in China, on the basis of it, the author gives the targeted recommendations for the city of Wuxi to develop a mixed economy. The author thinks that developing a mixed economy is a new idea for the economic development in Wuxi, it can learn a lot from the experience of the various modes. At present, the main five mixed economy modes of development are Wuxi mode, Suzhou mode, the Pearl River mode, Wenzhou mode and Ningbo mode. After comparative studies, this article summarizes the core substance of the five models, the main characteristics and development orientation. The Wuxi mode can be described as mixed ownership-oriented mode, Suzhou mode is known as the outward-oriented mode, Ningbo mode is called keeping pace with four-wheel-type mode, Wenzhou mode is known as the private economy-oriented mode, and the Pearl River model is known as the outward-looking private interactive mode. The first two modes can be referred as the Sunan mode, while the latter two can be referred as the Zhejiang Mode, the Pearl River mode is known as the Pearl River Delta mode. According to the first three parts of the study, the paper summarizes the core substance of the various modes, the main characteristics and the development orientation. The empirical studies have shown that the proportion of the mixed economy of all modes is between 23% and 38%, there are no differences. Therefore, the author argues that in the era of economic globalization, all countries having the convergent economic development model is a law. To develop the mixed ownership economy, Wuxi must learn from all the successful experiences and practices, and take actions suiting the local conditions, play the comparative advantage and choose the development patterns fitting this region. Finally, the author gives the policy recommendations of the development of mixed ownership economy in Wuxi. These proposals focus on seven aspects: the first one is to improve the organization and strengthen leadership; the second one is to optimize the environment and encourage development; the third one is to deepen the reform of state-owned enterprise property right system; the fourth one is to perfect the taxation and financial policies; the fifth one is to strengthen the government guidance; the sixth one is to encourage listing and protect the land; the seventh is to handle the special cases with the special methods.
