促进农村剩余劳动力转移是优化劳动力资源配置,加快推进我国农业现代化进程,促进经济和社会和谐发展,全面进行社会主义新农村建设的有效途径。南通市农村劳动力数量居江苏省首位,在过去的二十多年时间里,南通市劳动力转移已取得了一些成绩,但在劳动力转移进程中仍存在诸多问题。深入探讨劳动力转移、研究农业剩余劳动力良性转移的策略和方法,对于南通市的农业现代化和新农村建设将具有重要意义。本文共分五个部分。
第一部分,导论。介绍了本文选题的研究目的和意义;对国内外研究进行了综述;对论文的主要内容与结构作了简要介绍;提出了研究的技术路线和方法;对研究中的创新与不足进行了概括与总结。
第二部分,南通市农村剩余劳动力转移的历程。主要从南通市农村剩余劳动力转移的历史起点(1978-1983)、南通市农村剩余劳动力转移进程的加快(1984-1987)、投入力度加大,促进劳动力转移进程加速推进(1988-2006)三个阶段作了简要介绍。
第三部分,南通市农村剩余劳动力转移的社会效应。通过研究认为,南通市农村剩余劳动力转移使得产业结构渐趋合理;国民经济综合实力迅速提高,地区生产总值增长速度加快,人民生活水平得到大幅度改善,综合经济实力快速提升。
第四部分,南通市农村剩余劳动力转移的现状、存在问题及原因分析。提出了农村劳动力转移具有以下特点:转移人口呈平稳增长态势;外出就业人口以年轻男性为主,妇女劳动力转移比重有所增加;转移人口的文化素质水平有所提高。同时存在以下一些问题:劳动力转移地区存在明显的地区不平衡性;劳动力转移的重点仍然局限在少数行业,其中建筑业尤为突出;转移以自发为主;外出农民权益难以保障。研究认为,单位耕地农业劳动力聚集程度偏高造成劳动力转移基数增大、产业结构尚不够合理造成劳动力产业布局不合理、农村劳动力文化素质总体偏低、农村信息化进程建设滞后、缺乏较为宽松的就业环境等,均影响了农村剩余劳动力的顺利转移。
第五部分,促进南通市农村剩余劳动力合理转移的途径与对策。在全文研究分析的基础上,论文提出通过就地转移、异地转移、就地转移与异地转移相结合的途径方式,采取发展农业产业化经营,大力发展第三产业和乡镇企业,发展劳务输出产业,加强职业技术教育培训、形成有利于农村剩余劳动力转移的宏观环境等对策与建议。

To promote the transfer of rural surplus labor is an effective way to optimize labor resources, speed up the process of agricultural modernization and the promotion of economic development and social harmony and carry out a comprehensive new socialist rural development. Nantong City, which has the largest rural labor force in Jiangsu Province, has made some remarkable achievements in the past 20 years, but some problems still exist. In-depth discussions in the labor movement to study the transfer of surplus agricultural labor force effective strategies and approaches will be of great significance for the modernization of agriculture and rural development in Nantong. This article is divided into five chapters:
The first chapter introduces the topic of the purpose and significance of the study, a literature review, the content of the paper, research methods and search target group.
The second chapter introduces rural surplus labor transfer process in Nantong: The starting period of the transfer of rural surplus labor force (1978-1983), the speeding up period of transfer of rural surplus labor force (1984-1987), high investment and fast developing period of the transfer of labor (1988-2006).
Chapter 3 made a research on the labor movement's social effects. The paper puts forward that the transfer of rural surplus labor force is leading to a reasonable industrial structure, rapidly increasing the national economy and GDP, greatly improving the people's living standards.
Chapter 4 made a study of the rural labor force transfer and analyzes the status quo of Nantong. It summarized that the status quo have the following characteristics: the transfer of population growth was stable; out-work working population are most young men while the proportion of women in the labor movement has increased; the level of education background of the transfer of population has been increased. At the same time, there are some problems for future development: the labor movement is regional imbalance; the focus of the labor movement is still confined to a small number of industries, particularly in the construction industry; transfer is self-oriented; the rights and interests of out-work farmers can not be protected. It also suggests that that the high density of agricultural work force on per unit arable land which is leading to a big number of labor forces to transfer, that a reasonable industrial structure is still not enough labor force caused by irrational industrial distribution, poor education level of the rural labor force, poor development of information construction in rural areas lag, lack of a more lenient employment and other environmental factors are affecting the smooth transfer of the labor force.
Chapter 5 puts forwards some suggestions for the promotion of the transfer of rural labor force in Nantong. Based on the study, the paper suggests that the transfer should be through local transfer, out–city transfer, a combination of in-place transfer and remote transfer. The paper also suggests that it is important to develop agricultural industrialization, service sector and local enterprises. The capacity building and technical training of the rural labors and institutional support is also important to the transfer of rural surplus labor.
