近年来，随着无锡建设国际化大都市的步伐进一步加快，建设规模的不断扩大，作为无锡市主城区的Y街道，为配合市重点工程的推进，城市房屋征收规模不断扩大，房屋征收工作的地位和作用日益重要。但同时，房屋征收工作中的新情况和新问题不断出现，由房屋征收引起的各类矛盾也日益复杂和突出，其中除了一部分历史遗留问题以外，绝大多数是围绕拆迁评估、拆迁补偿和拆迁安置而引发的具体纠纷。由于我国法律尚不完善，房屋征收过程当中缺乏规范操作性，由此引发的纠纷层出不穷，房屋征收双方冲突愈演愈烈。目前，政府尚无彻底有效的缓解纠纷具体可行的办法，部分被征收人利益诉求长期得不到解决导致与政府之间陷入对立状态。本研究以社会工作在专业理论和方法介入房屋征收纠纷案例，旨在了解被拆迁者的需要和面临的问题，帮助其通过有效的途径解决面临困难和问题，舒缓其负面情绪，从而避免恶性冲突事件发生，缓和被征收人与政府之间的矛盾纠纷，维护社会稳定，促进社会和谐。 　　　在研究过程当中，笔者以Y街道某个案为研究样本，在其他社区工作者的协助下，通过深入访谈方法，对案例进行收集整理。对部分政府工作人员、纠纷案主、案主子女、案主朋辈群体进行访谈，获得真实可靠的一手资料，掌握了Y街道纠纷表现、成因、特点以及现行解决现状。运用社会工作理念和个案工作方法进行社会工作介入，通过对房屋案主情绪的疏导、征收纠纷本身的处置、案主认知改变、案主自行解决家庭内部纠纷的四个重点进行介入，为了今后更好地开展房屋征收纠纷介入工作，笔者对个案实务的技巧进行了归纳，同时，对整个个案的介入过程进行系统反思，认为社会工作者介入房屋征收纠纷的成效很显著，有效的缓和房屋征收双方紧张的关系，社工通过对案主对认知改变，强化案主个人意识，随着案主自身认知能力提升，合理地解决了家庭内部纠纷，但是也存在着专业能力、价值难以完全中立等不足。

In recent years, with the increasing pace of building International metropolis and the expansion construct ion scale in Wuxi, in order to cooperate with the process of the city key project, Y street which is at main urban area in Wuxi, its city house levy scale expands unceasingly and the role and effect of House levy work is increasingly important.But at the same times,the new situations and problem in the work of house levy appear unceasingly,and types of conflicts caused by the house levy increasingly complex and prominent.Besides a part of the historical legacy, there are other problem which is the majority is the specific disputes caused by the demolition assessment, compensation and resettlement. Since the laws of our country is still not perfect and the lack of standardized operation in process of house levy, it triggered disputes emerge in an endless stream, and its conflict intensified.So far,the government does not have effectively alleviate disputes specific feasible measures,and the interests of human whose house have been collected do not get a solution for a long time,and that results the confrontation between the government and levy. Aimed at through professional theories and methods of social work to care for house expropriation, understand their needs and problems, help them solve the difficulties and problems, relieve their negative emotions,social work as the third party join in this. Therefore,it can avoid vicious conflict, ease the contradiction between people and the government of being charged the dispute, maintaining social stability, and promote social harmony. 　　　During the research process,the author researches a case at Y street as a sample with the help of other community worker and through in-depth interviews method to collect the cases. The author interviews part of the government staffs, directors, directors of children,and directors' peer group,so author obtains first-hand information, and masters Y street types of disputes, causes, characteristics and status of current solution. Using social work philosophy and case work methods of social work intervention, intervention through the Housing clients emotional counseling, collection dispute itself, the disposal of four key energy, increasing energy to solve disputes within the family, in order to promote the housing expropriation dispute, the skills of the case practice is summarized. At the same time, author rethink profoundly as a system in the process of the case,we think the effect of social workers involved in housing expropriation dispute is very significant,and it can mitigate the tensive relationship of house collection on both sides.Social work strengthen independent consciousness by raising the right of directors. As director in its power to ascend, disputes within the family can be solved reasonably,but there are also professional ability, as the value is difficult to completely neutral, etc.
