农村信息资源是农村社会经济活动中的有用信息集合及与之相连的信息设备、人员、系统、网络等。农村信息资源的优化配置不仅是农村信息化建设的核心，而且是加速农村的城镇化建设、缩小我国城乡数字鸿沟的根本途径。政府部门应通过财政政策和调控措施，合理分配农村的物质和人力资源，最大限度地提高信息资源的利用效率和服务能力，达到农村信息资源的优化配置。 本文从信息资源配置的角度入手，从宏观和微观两个层面、采用理论与实证、定性与定量相结合的方法，对江苏省农村信息资源配置的现状及其效率评价进行研究，并在此基础上提出了提高农村信息资源配置水平的对策和建议。 本文首先概述、调研和分析了国内外有关信息资源配置的研究现状。在借鉴国内外相关理论的基础上，对农村信息资源及其配置效率的概念和内容进行界定。其次，以江苏省为对象，利用从统计年鉴、统计公告、研究报告及论文中获取的数据对江苏省近几年的农村信息资源配置现状进行分析。而后，选择江苏省内苏南、苏中、苏北地区的具有代表性的市县进行实地调研，对农村信息资源在村级及农民的配置情况进行了解。再次，在前人有关信息化指标体系研究的基础上，结合数据调查的结果，建立农村信息资源配置效率评价的指标体系，利用数据包络分析方法进行效率评价，并通过影响因素模型的构建找出影响效率的主要因素。依据影响因素的分析结果可知，影响江苏省各辖市农村信息资源配置效率的四个主要因素是：每百户彩色电视机的拥有量、每十万人拥有农村信息服务点数、每十万人拥有的专兼职信息员数量以及农村人均邮电业务量。最后，结合第三、四、五章的分析结果，分区域提出适用于各地的建议与对策，为政府提供决策依据。 本文的研究目的是，研究江苏省近年来的农村信息资源配置发展情况以及苏南、苏中、苏北三大地区农村信息资源配置的现状，对江苏省各辖市农村信息资源配置进行效率评价，并提出提升各地区农村信息资源配置水平的建议与对策。

Rural information resources is the useful information collection of the rural socio-economic activities and the associated information equipment、personnel、systems、networks, etc. The optimal allocation of rural information resources is not only the core of the rural informatization construction, and is the fundamental way to accelerate the urbanization of rural areas, to narrow the digital divide of urban and rural. The government departments should through the fiscal policy and regulation measures, distribute the rural material and hum an resources reasonably, to maximize the information resources utilization efficiency and service ability, to achieve the optimal allocation of rural information resources. This paper, from the angle of information resource configuration, from the macro and micro level, by the means of the theoretical and empirical, qualitative and quantitative method, study the Jiangsu province countryside information resource configuration present situation and its efficiency evaluation, and in this foundation propose to improve the countryside information resource allocation level countermeasures and suggestions. The first this paper summarizes researches and analyzes the domestic and foreign research status of information resource configuration. In reference to the related theory at home and abroad, define the concept and contents of the rural information resources allocation efficiency. Secondly, taking Jiangsu province as the object, use the data obtaining from statistical yearbook, statistics bulletin, research report or papers to analysis rural information resource allocation situation of Jiangsu province in recent years.Then, select representative counties in the south, middle,north area in Jiangsu province to undertake on-the-spot survey, to understand the information resources at village level and farmers configuration.Again, on the basis of the previous informatization index system, combined with the results of the data survey, establish the rural information resource allocation efficiency evaluation index system, using the data envelopment analysis method for the efficient evaluation and find the main factors to affect the efficiency through impact factor model. Based on the analysis of the affecting factors result, the four main factors that affect rural information resource allocation efficiency of every cities in Jiangsu province are: The ownership of color TV set per hundred households, per 100,000 people in rural information service points, per 100,000 people have part-time member of quantity as well as rural, per capita of Posts and Telecommunications business volume. Finally, combination the analysis of the third, fourth, fifth chapters, put forward suggestions and countermeasures to every area, and provide the basis for decision making for the government. The aim of this paper is to research rural information resource allocation development, and the rural information resource allocation configuration status quo of southern Jiangsu, the middle and the north of Jiangsu province, to make efficient evaluation of information resources in rural areas of Jiangsu province, to put forward suggestions and countermeasures to enhance resource allocation levels in rural areas.
