随着国际国内新一轮产业调整的步伐加快，产业转移问题成为了我国经济和社会发展中备受学术界、政府和人民群众关心的重大问题。作为经济社会发展变革的重要途经，产业转移能够以最直接的方式为一个国家或地区的经济社会发展注入活力，带来全面提升，因此备受各方关注。作为江苏省内承接产业转移的前沿，苏北地区在省政府的有力部署下，决心借助承接产业转移的有利契机，发挥江苏省经济发展的总体优势，重整地区产业布局，扩大地区产业规模，实现以产业发展带动地方经济发展的战略目标，确保全省“两个率先”目标的实现。为此，江苏省委、省政府以及相关部门积极联动，出台了系列扶持措施，制定了促进苏北地区产业发展的指导方针与政策，其中《关于加快苏北振兴的意见》和《关于加快南北产业转移的意见》更是明确了今后一个时期承接产业转移将是苏北地区政府和各部门的工作重点。 在此背景下，本文围绕苏北地区承接产业转移的情况展开分析，以产业转移承接力为对象进行研究，明确产业转移承接力的内涵，建立产业转移承接力评价体系，并结合苏北地区实际进行实证分析，这对苏北地区构筑科学合理、全面系统、切实有效的产业转移承接平台具有重要的意义。 　　首先，本文对产业转移承接力所涉及的相关理论进行了回顾。包括：承接产业转移模式理论、主体行为理论等；总结、归纳出适合我国国情的产业转移理论，并进一步明确产业转移承接力的内涵，为定义产业转移承接力作出了有力的探讨。 　　其次，在对相关理论进行归纳梳理的基础上，大胆的建立起产业转移承接力评价体系，制定了承接力评价体系的原则、指标体系、模型、标准等，为规范量化地区产业转移承接力提供了载体和工具。 　　在已建立起来的评价体系基础上，针对苏北地区广泛开展社会调查。借助从苏北地区政府和相关企业反馈的有效数据和信息，本文对苏北地区的产业转移承接力进行了实证分析研究，运用统计分析法、层次分析法等有力的验证了评价体系的可行性和实用性，定量测定了苏北地区的产业转移承接力，也对相关指标进行了定性描述。 最后，通过对苏北地区产业转移承接力进行的实证分析研究，结合苏北的优劣势，本文有针对性的给出了提高苏北地区产业转移承接力的对策建议。
