县域是重大矛盾风险的聚集地,也是重大矛盾纠纷排查化解最直接、最有效的层级,更是防止风险外溢扩散上行的重要关口。如何最大限度地将矛盾吸附在县域、化解在萌芽、解决在基层,是检验县域社会治理现代化的试金石。作为保障国家安全与社会稳定的部门,公安机关在县域社会治理现代化进程中具有关键性作用。然而现实情况是很多县级公安机关职能并未得到有效发挥。 基于此,本文以S市Y区为例,综合运用文献研究法、案例分析法、访谈法和调查法,结合社会冲突理论、风险管理理论和协同治理理论,深入探讨了县级公安机关在社会稳定风险防控中的现状、问题及优化路径。首先,对S市Y区公安机关社会稳定风险防控的现状进行分析,从其社会稳定风险情况入手,对风险的主要表现类型、典型特征及演变趋势进行梳理,明确公安机关社会稳定风险防控职责和范围,并分析其采取的社会稳定风险防控措施。近年来,Y区在市委、市政府的坚强领导下,充分发挥职能作用,全力维护社会稳定,取得了初步成效。但通过实地调查和对主责部门、职能部门进行访谈发现,Y区风险防控工作仍存在不足。其次,本文结合典型案例分析,揭示了S市Y区公安机关社会稳定风险防控存在的问题,包括风险苗头控制难、研判跟踪不到位、主体责任落实少以及协同联动不畅通。进一步对这些问题产生的原因进行剖析,发现Y区公安机关风险防控意识不牢固、信息共享机制不完善、监督考核机制不科学、协同工作机制不健全。最后,本文借鉴国内其他县级公安机关的成功经验,提出了针对性的优化路径,包括强化源头治理、夯实信息基础、加强组织保障、推进协同作战等多方面措施,旨在推进主动防控、建强精准防控、完善整体防控、实现全域防控。 本文为S市Y区公安机关提供了风险防控工作的改进方向,也为其他县级公安机关在面临类似挑战时提供了可借鉴的经验和启示,对于推动县域社会治理现代化、维护国家安全和社会稳定具有重要意义。 |

County level is a gathering place for major conflicts and risks, as well as the most direct and effective level for investigating and resolving major conflicts and disputes. It is also an important gateway to prevent the overflow and spread of risks. How to maximize the absorption of contradictions in the county, resolve them in the bud, and solve them at the grassroots level is the touchstone for testing the modernization of social governance in the county. As a department responsible for ensuring national security and social stability, public security organs play a crucial role in the modernization process of county-level social governance. However, the reality is that many county-level public security organs have not effectively fulfilled their functions. Based on this, this article takes Y District in S City as an example, comprehensively using literature research method, case analysis method, interview method, and survey method, combined with social conflict theory, risk management theory, and collaborative governance theory, to deeply explore the current situation, problems, and optimization paths of county-level public security organs in social stability risk prevention and control. Firstly, an analysis is conducted on the current situation of social stability risk prevention and control by the public security organs in Y district of S city. Starting from the situation of social stability risks, the main types, typical characteristics, and evolutionary trends of risks are sorted out, and the responsibilities and scope of social stability risk prevention and control by the public security organs are clarified. The social stability risk prevention and control measures taken by them are also analyzed. In recent years, under the strong leadership of the Municipal Party Committee and Government, Y District has fully played its functional role, made every effort to maintain social stability, and achieved initial results. However, through on-site investigations and interviews with the main and functional departments, it was found that there are still shortcomings in the risk prevention and control work in Y area. Secondly, this article combines typical case analysis to reveal the problems in social stability risk prevention and control of the public security organs in Y district of S city, including difficulty in controlling risk signs, inadequate judgment and tracking, insufficient implementation of main responsibilities, and unsmooth coordination and linkage. Further analysis of the causes of these problems reveals that the risk prevention and control awareness of the Y district public security organs is not solid, the information sharing mechanism is not perfect, the supervision and assessment mechanism is not scientific, and the collaborative work mechanism is not sound. Finally, this article draws on the successful experience of other county-level public security organs in China and proposes targeted optimization paths, including strengthening source governance, consolidating information foundation, strengthening organizational support, and promoting collaborative operations. The aim is to promote proactive prevention and control, strengthen precise prevention and control, improve overall prevention and control, and achieve comprehensive prevention and control. This article provides improvement directions for risk prevention and control work for the Y district public security organs in S city, and also provides valuable experience and inspiration for other county-level public security organs facing similar challenges. It is of great significance for promoting the modernization of county-level social governance, maintaining national security and social stability. |
