随着我国消防安全问题的日益严重，商场的消防监管已成为公共管理领域的重要课题。尤其是随着改革开放的深入和经济的迅速发展，商场已由过去形式单一的商店发展为形式多样、功能复杂的综合体。如何加强监管，构建科学、合理的大型商场消防监管体系，是摆在我们面前的一项重要任务。 本文通过对国内外消防安全和商场消防监管的研究现状进行总结和述评，在界定大型商场消防监管相关概念的基础上运用公共产品、公共安全等公共管理相关理论进行分析。 文章分析了南京市大型商场特点、火灾危险性、消防安全监管的现状及南京市大型商场消防监管存在的问题：包括监管人员数量质量不高、监管模式滞后、法律法规不完善、各部门监管没有形成合力、行政执法干扰多等。究其原因，主要体现在消防体制存在弊端、各部门对商场消防监管的漠视、商场消防安全责任制落实不到位、监管欠缺长效机制、公众参与消防积极性有待提高等方面。 文章最后对南京市大型商场消防监管提出了相关政策建议，包括：从体制角度推进消防职业化进程、发展商场消防社会性监管组织、建立商场消防安全等级评估制度、促进商场消防投入多元化、构建商场消防信用体系等；从商场消防监管责任角度要明确商场主体责任、监管部门严格把关、加强日常管理、制定完善消防预案及构建培训教育体系等。

Along with the increasingly severe fire prevention safety problems, supervision over fire prevention of shopping mall has become an important issue. Especially, the style of market has become a multifunctional synthesis with the deepening of reform and the rapid development of the economy. Therefore, it is an urgent task to strengthen the supervision and build a scientific and reasonable system for fire prevention of shopping mall. The thesis sums up and reviews the domestic and international situation about fire prevention safety problems and supervision over fire prevention of shopping mall. On the basis of these definitions, related public management theories such as public products, public safety lay a theoretical foundation for the thesis. The thesis introduces characteristics of shopping mall in Nanjing, dangerousness of fire cases, present situation and the problems of supervision, which including lower quantity and quality of administers, hysteretic mode of supervision, imperfect laws and regulations, forces of supervision are divided, administrative law enforcement is disturbed and so on. Then it makes a detailed analysis on the reasons from the following aspects: supervision system, supervision methods and citizen consciousness. Finally, some suggestions are put forward, such as we should push on the process of occupation, make the intermediary organization play an important role, build the grade evaluation of safety, promote the diversification in the investment sources of fire prevention structure credit system, make clear the responsibility of the shopping mall, guard a pass strictly by department, strengthen the daily management, formulate pre-arranged plans, make a training system perfect and so on.
