如皋农村商业银行作为区域性银行经历了三次重要的改革发展,并且在每一个阶段都取得了骄人的成果与不俗的表现。目前如皋农商行正处于“适应市场竞争、缩短同业差距,成为县域经济发展相得益彰的农村现代金融企业”的第三阶段。然而,随着国际经济形势的变幻莫测,金融危机在世界范围内的扩大蔓延,我国经济金融政策的不断变革,近两年来,“存款难上、贷款难放、风险难控、效益难增”日益突显,为适应社会、经济、环境的变化,客户需求的转变,激烈的市场竞争环境,如皋农村商业银行需要新的发展思路、新的经营战略。如何制定企业发展转型战略,取得竞争优势,是本文研究的重要课题。 本文以经营战略转型为研究主题,通过宏观环境分析(PEST分析),研究如皋农商行所处的国内外政治、经济、社会、技术等宏观环境;运用行业环境分析,界定其在竞争中的地位;通过内部环境分析,充分了解自身的发展优势;采用SWOT分析法,探讨如皋农商行内部的优势、劣势和外部的机会、威胁。从而提出如皋农商行经营战略转型构思:立足地方、服务三农的区域性银行;规模适度、特色鲜明的股份制银行;制度完善、管理高效的现代银行;五年内成为苏中、苏北地区具有竞争力的专业化、特色化、社区化农村商业银行。基于转型构思,本文从组织架构、机制建设、体系建设、流程体系等方面提出经营战略调整和具体实施的操作方案。

Rugao Rural Commercial Bank as regional banks has experienced three times important reform and development, which has achieved a good result and good performance in every developing stage. Now, we started to try to adapt to market competition and reduce the distance from the same trade. At last, we hope the development of county economy become the complement of the modern financial. However ,with the international economic situation change unpredictably ,expansion of the financial crisis spreading in the world and reforming of national economic and policy , they put forward more profound issue to Rugao Rural Commercial Bank . An important topic of this study is how to make a suitable development strategy and achieve competitive advantage. The topic of this thesis is about management strategic transformation. By the means of macroscopic environment analysis (PEST analysis), we make investigation to learn about the macro environment of Rugao Rural Commercial Bank in order to predict its trend of prospect. Making use of profession environment, we can analyze its competition position in the field ;Through analysis of the internal environment , we can learn about its resources, which can offer us a opportunity to make use of the internal resources with maximum limitation and develop itself; We should adopt the method of SWOT analysis , and try to study the inner advantages, disadvantages external opportunities and the threats of Rugao Rural Commercial Bank , so that we can work out the solution about how to improve the competition under the new circumstance, which may result in that the bank gains an outstanding position in the competition of the field. Rugao Rural Commercial Bank management strategy transformation idea: regional banks based on local, rural services; moderate scale, the distinctive characteristics of the joint-stock banks; the modern banking system, improve management efficiency; five years became the Soviet Union, North Jiangsu competitive professional, specialization, community-based rural commercial bank. Basing on these ideas, we can put forward the projects of adjustment of the management strategy and the concrete steps, such as organization structure, mechanism construction, system construction, process reengineering.
