开发区的诞生,不仅实现了经济资源的高效利用,在经济发展方面发挥了显著的示范作用,而且在土地资源的集约利用方面也创造了许多经验。经过30年改革与发展,我国经济社会发展进入了新的历史阶段。开发区也被视为是中国特色制度和体制背景下整合有限经济资源、促进城市理性扩展和土地集约与节约用地的典范,但是我国部分开发区在土地利用方面也存在土地资源浪费、土地利用效率低下、土地生态环境恶化、土地权益公平失衡等问题。成立至今已近20年的兰州高新开发区目前已经成为甘肃项目建设和土地利用的典范,对兰州区域经济发展做出了重要贡献。但是兰州高新开发区土地利用是否存在上述的一些问题,尤其是开发区的土地是否得到集约高效利用并不清楚。 因此,本文旨在以兰州市高新开发区为例探讨开发区在土地利用方面尚存在的一些根深蒂固的问题,剖析其成因,探讨进一步促进兰州高新开发区土地集约利用的对策,为加强开发区土地利用管理提供思路。为此,作者调查了兰州高新开发区土地开发利用现状,构建了科学的开发区土地集约利用评价体系,分析了开发区土地利用上存在的典型问题,准确测算了土地开发潜力,同时结合对发达地区开发区土地利用模式和经验的总结,根据兰州高新开发区的实际土地利用状况,提出开发区土地集约利用的政策措施。研究认为:(1)兰州市高新开发区的土地集约利用总体上处于一个相对较高水平,土地集约利用可挖潜空间不大;(2)土地利用监管绩效非常高,监督管理趋于完善;(3)土地供应市场化程度偏低是制约土地集约利用水平提高的一个重要因素;(4)高新开发区未来面临较大的土地供给压力。 针对这些结论,笔者认为政策启示包括:(1)挖潜存量土地,增加土地供应;(2)扩展空间维度,逐步增加可利用土地面积;(3)由“招商引资”向“择商选资”转变;(4)创新土地集约利用相关的制度安排;(5)完善土地供应市场,提高配置效率。

The development zone not only allocates economic resources in an efficient way which promotes economic development, but also provides a great amount of experience for intensive land use. Throughout 30 years’ reform and development, the social-economic development has stepped in the new era in China. In the surroundings, the development zone is considered as the mode with Chinese institutional background, and this mode can efficiently harmonizes the incompatible relationships among scarce economic resources, rational city expansion and intensive land use. However, some development zones in China have such problems of land use as land resources waste, low efficiency of land use, land eco-system deterioration and unfair land use rights. The Lanzhou high-tech development zone built 20 years ago has developed the successful mode of project construction and land use in Gansu Province, and contributed a lot to regional economic development in Lanzhou City. Whereas it is ambiguous whether the Lanzhou high-tech development zone has the same problems of land use, and in particular, whether the land use is intensive in the development zone. Therefore, the paper employs the Lanzhou high-tech development zone as a case to explore the problems of land use in development zones, analyze the reasons for the problems, and indentify some measures promoting the intensive land use in the Lanzhou high-tech development zone. The contribution of the paper is to give some guidance and implication for the land use management in development zones. The study procedures are as follows: (1) the status of land development in the Lanzhou high-tech development zone is surveyed; (2) the scientific evaluation system of intensive degree of land use in development zones is established based on analyzing the status of land development, and then the evaluation of intensive degree of land use in the Lanzhou high-tech development zone is conducted; (3) the paper assesses the intensive land use potential of the Lanzhou high-tech development zone followed by the evaluation of intensive degree of land use; (4) some useful policy measures of promoting intensive degree of land use in the Lanzhou high-tech development zone is put forward with based on investigating the successful modes and measures employed in the economic-developed development zones. The research conclusions arrive at as follows: (1) the intensive degree of land use in the Lanzhou high-tech development zone stays at relatively high level, and the intensive land use potential is moderate; (2) the land use supervision system performs well; (3) the imperfect land supply market is thought of as one of the main obstacles of promoting intensive degree of land use; (4) the Lanzhou high-tech development zone is confronted with extremely high land supply pressure in the future. Based on the above research results, the policy implication is as follows: (1) enhancing land supply by reusing the stock land; expanding spatial dimension to increase available land area; (3) transforming from attracting investments to selecting investments; (4) innovating the system arrangements corresponding intensive land use; (5) improving land supply market to enhance land allocation efficiency.
