农业综合开发是政府支持和保护农业的一种有效手段，是发展农业、繁荣农村、富裕农民的一项重大措施，是加强农业基础建设、提高农业生产力、促进农业现代化的一个重要途径。20年来，江苏省通过农业综合开发，改造中低产田及建设优势农产品基地229万公顷，扶持农业产业化经营项目760个，有力地改善了全省农业基本生产条件，推进了农业产业化经营，提高了农业科技水平，增加了农民收入。 本文在总结江苏省20年农业综合开发项目管理实践基础上，系统分析了当前江苏省农业综合开发前期工作中存在的问题及原因，以江苏省利用世界银行贷款加强灌溉农业二期项目为案例，在详细分析和介绍了世界银行农业投资项目前期工作基础上，针对农业综合开发项目前期工作中存在的问题，就加强科学规划、建立健全项目库制度、加强项目可行性研究和项目评估、改进管理措施加等方面进行了全面阐述。在加热农业综合开发规划方面，提出了开发规划的基本原则、基本任务、规划程序、方法和重点；在建立健全农业综合开发项目库方面，提出了项目库建立原则、入库程序及管理程序；在加强项目可行性研究工作方面，明确了农业综合开发项目可行性研究的基本要求，基本程序和深度要求，同时针对农业综合开发各类项目的特点，提出项目可行性研究重点；在做好项目评估方面，阐述了农业综合开发项目评估的要求，提出了农业综合开发项目评估的标准、评估的基本内容和评估时把握的重点；从改进管理措施角度，提出了完善项目分级管理、推行项目法人制、改革项目选项方法、树立参与式开发理念、建立项目前期工作后评价等改进项目前期准备工作的途径。

Comprehensive agriculture development is an effective approach for the government to support and protect agriculture. It is a vital measure for agriculture development, rural area prosperity and farmers’ opulence. It is also an important way to enhance the construction of agricultural infrastructure, promote agricultural productivity and boost the agricultural modernization. In the recent twenty years, through the comprehensive agricultural development by means of transforming fields in medium and low productivity, building 2.29 million hectare superior agricultural products base, and assisting 760 projects of agriculture industrialization, Jiangsu province forcefully improved the basic agricultural production conditions, advanced the operation of agriculture industrialization, raised the agricultural technical level and increased farmers’ income. Based on the conclusion of the twenty years’ management and practice experience of comprehensive agricultural development project in Jiangsu province, this paper systematically analyzes the existing problems and reasons in the preliminary works of comprehensive agricultural development project. By illustrating the case of Jiangsu province utilization of the loans from World Bank to enhance the second phase project of irrigation agriculture, and by focusing on the existing problems in the preliminary works of comprehensive agricultural development project, this paper fully presents the reinforcement of scientific plans, establishment of project library, enhancement of feasible study and project evaluation and improvement of management measures. From the aspect of comprehensive agricultural development program, this paper proposes the basic principles, basic tasks, program procedures together with the approaches and focuses. In the section of the establishment of project library, this paper puts forward the setting up principles, entering procedures and governing procedures. In the section of the enhancement of feasible study, this paper clarifies the basic requirements, basic procedures and depth demand of the feasible study on comprehensive agricultural development project while it posts the feasible research focus on the characteristics of all sorts of comprehensive agricultural development projects. On the project evaluation, this paper discusses the requirements of comprehensive agricultural development project evaluation. In this section, it also raises the evaluation standards, basic contents and focuses. From the viewpoint of management measures, this paper explores the perfection of level-to-level administration, implementation of corporative projects, innovation of project option, establishment of the notion of participatory development and setup of the evaluation of preliminary works. All the elements mentioned in this section are relevant to the means to improve the pre-project works.
