科技企业孵化器是为科技型创业小企业提供政策扶持和相关服务以提高其创业成功率的机构。它是国家创新体系的重要组成部分，作为连接高新技术创新源头和高新技术产业化的一座桥梁，科技企业孵化器在科技资源高效整合、创业人才茁壮成长、科技成果快速转化等方面发挥了重要作用。 科技企业孵化器绩效是衡量科技企业孵化器发展成果和效率的重要指标，绩效评价作为一种促进科技企业孵化器健康发展的管理手段，是对科技企业孵化器的运营所进行的考核评价，它不仅有利于对科技企业孵化器管理效率做出全面的客观的评价，而且也便于引导和规范我国科技企业孵化器的管理工作。 融通资金是科技企业孵化器的重要的功能之一，是科技企业孵化器发展的最重要的影响因素，对在孵企业成长及孵化器体系绩效有着重要影响。 本文在总结分析前人研究的基础上，采用定性理论分析与定量实证检验相结合的方法，针对前人研究的薄弱环节，设计了研究内容，基于融资功能因素对科技企业孵化器体系的社会绩效的影响因素进行实证分析。文章首先分析选取了绩效评价的模型方法，结合宏观和微观的经济社会目标，以及科技企业孵化器建立的宗旨，根据一定的理论和原则，构建了绩效评价指标体系。随后本文分析选取以江苏省为例，对江苏省科技企业孵化器样本进行了数据面的分析，并对选取的样本进行了绩效的实证测度。接下来本文从理论上分析了影响科技企业孵化器体系社会绩效的因素，实证分析了孵化器绩效与其影响因素的相关性，设计了回归计量模型进行实证研究，得出了资金融通与劳动投入两因素是科技企业孵化器最重要的绩效影响因素的结论，并据此提出了促进孵化器发展的对策建议。 根据以上研究内容，本文结构主要包括如下几个部分： 第一章引言，介绍本文研究的背景、意义和研究方法的设计。 第二章为科技企业孵化器绩效评价方法的设计，本章采用改进型模糊评价法，结合江苏省的实际环境和社会最终目标，构建江苏省科技企业孵化器的社会绩效评价体系和社会绩效测算方法。 第三章为样本孵化器分析与绩效测算，从江苏省科技企业孵化器中选取实证样本，并利用前一章构建的孵化器社会绩效评价方法对样本的社会绩效值进行定量测算。 第四章为融资功能对科技企业孵化器绩效影响的实证分析，首先分析融资功能等孵化器绩效的各影响因素，选取相关变量，然后对各影响因素与绩效的相关性进行实证分析，并采用经济计量学回归模型进行方程的定量分析实证，对实证结果进行分析探讨。 第五章为结论与对策建议，对本文基本结论进行概括，并提出相关对策建议。

Technology business incubator is the institution which provides policy support and related services for small businesses in order to improve their success rate. It is an important component of the national innovation system. As the connection of high-tech innovation and high-tech industries, the Technology Business Incubator has played an important role in efficient integration of scientific and technological resources, the growth of entrepreneurial talent, scientific and technological achievements into express, and so on. The performance is important indicator to measure Technology Business Incubator in the development of science and technology achievements and efficiency. As management tools to promote the healthy development of technology business incubator, performance evaluation is carried out by appraisal of the operations of the Technology Business Incubator. It is not only beneficial to make a comprehensive and objective evaluation to the management efficiency of Technology Business Incubator, but also easy to guide and standardize the management of technology business incubators in China. Financial intermediation is an important feature of science and technology business incubators. It is the most important factor that affecting the growth of enterprises at incubators, and has an important impact on the performance of the system of Technology business incubators. In this paper, based on the analysis of previous studies, it used the combining methods of qualitative theoretical analysis and quantitative empirical test, in view of the weak parts in previous studies, designed the study, and made an empirical analysis of the impact of factors to the performance of incubators based on the factor of financing function. Firstly, the paper selected a model of performance evaluation methods, combined macro and micro economic and social objectives, as well as the purposes of the establishment of Technology Business Incubator, in accordance with the principles of the theory and must, build a performance evaluation index system. The article selected Jiangsu Province as the sample, and analyzed the data of the sample, and measured their performance. Then, this paper analyzed the factors which impact the performance of science and technology business incubator, empirically analyzed the relevant of the performance and its factors, designed a regression model for empirical studies, obtained an conclusion that financing and labor inputs are the two factors that most important to the performance of Technology Business Incubator, and accordingly make some proposals to promote the development of incubators. Based on the above study, this paper mainly includes the following sections: Chapter I is introduction. This part introduced the background, the significance of the study and designed the research methods. Chapter II is the design of the performance evaluation for Technology Business Incubator. This chapter used improved fuzzy evaluation method, combined with the physical environment in Jiangsu Province and the ultimate goal of society, built an incubator performance evaluation system and social performance measurement methods. Chapter III is the sample analysis and the performance of incubators measured. This chapter selected samples of Technology Business Incubator from Jiangsu Province, and used the performance evaluation method built in the previous chapter to make quantitative performance measurement for the samples. Chapter IV is the empirical analysis of the impact of the financing function on the performance of the Technology Business Incubator. First, this part analysis factors that impact the performance of the incubator, select the relevant variables. Then empirically analyze the relevant of the performance and its various factors. It use econometric regression model to study the quantitative empirical equations. Finally it analyzed the results of empirical. Chapter V is conclusions and suggestions. This part summarizes the basic conclusions of the study and makes relevant suggestions.
